Projekt obsahuje kompletn\u00ed regeneraci pozemk\u016f mezi domy, vytvo\u0159en\u00ed ploch pro voln\u00fd \u010das a vy\u0159e\u0161en\u00ed nedostatku parkov\u00e1n\u00ed. P\u0159edpokl\u00e1dan\u00e1 investice do obnovy s\u00eddli\u0161t\u011b je odhadnuta na 50 \u2013 100 mil korun, o kter\u00e9 je nutn\u00e9 po\u017e\u00e1dat v&nbsp;leto\u0161n\u00edm roce magistr\u00e1t. Pokud dojde ke schv\u00e1len\u00ed investice, pr\u00e1ce budou moci za\u010d\u00edt v&nbsp;letech 2012-2013. Krom\u011b profinancov\u00e1n\u00ed akce v\u0161ak existuj\u00ed dal\u0161\u00ed oblasti, kter\u00e9 je nutn\u00e9 p\u0159ed zah\u00e1jen\u00edm projektu vy\u0159e\u0161it.<\/p>\n<p><!--more--><strong>Pozemky<\/strong><\/p>\n<p>Jednozna\u010dnou podm\u00ednkou pro spu\u0161t\u011bn\u00ed projektu je vy\u0159e\u0161en\u00ed pozemk\u016f. Regenerace s\u00eddli\u0161t\u011b nen\u00ed mo\u017en\u00e1 bez spolupr\u00e1ce se spole\u010dnost\u00ed CPI a jednotliv\u00fdmi SVJ. Jedn\u00e1n\u00ed s&nbsp;CPI prob\u00edhaj\u00ed u\u017e od podzimu lo\u0148sk\u00e9ho roku a nyn\u00ed se dokon\u010duje fin\u00e1ln\u00ed verze smlouvy o p\u0159evodu nebo dlouhodob\u00e9m pron\u00e1jmu pozemk\u016f dot\u010den\u00fdch projektem nov\u00e9ho s\u00eddli\u0161t\u011b.<\/p>\n<p>Mnohem slo\u017eit\u011bj\u0161\u00ed je situace pozemk\u016f, kter\u00e9 jsou p\u0159ilehl\u00e9 k&nbsp;dom\u016fm, a jejich vlastnictv\u00ed je r\u016fzn\u00e9. Toto se t\u00fdk\u00e1 p\u0159ibli\u017en\u011b 50 SVJ, z&nbsp;nich\u017e polovina m\u00e1 pozemky okolo domu ve sv\u00e9m vlastnictv\u00ed. Projekt obnovy s\u00eddli\u0161t\u011b pochopiteln\u011b bude zasahovat i na tyto pozemky, proto radnice nab\u00eddne jednotliv\u00fdm SVJ mo\u017enost dlouhodob\u00e9ho pron\u00e1jmu pozemk\u016f, aby projekt mohl b\u00fdt realizov\u00e1n. Pokud SVJ pronajmou sv\u00e9 pozemky, m\u011bstsk\u00e1 \u010d\u00e1st pozemky regeneruje a n\u00e1sledn\u011b se o n\u011b bude starat. Nicm\u00e9n\u011b nen\u00ed mo\u017en\u00e9 udr\u017eovat pozemky pouze u vybran\u00fdch dom\u016f. Proto je pot\u0159ebn\u00e9 \u0159e\u0161it ot\u00e1zku p\u0159evodu pozemk\u016f komplexn\u011b a jednotn\u011b. Toto se zat\u00edm neda\u0159\u00ed, proto\u017ee jednotliv\u00e1 SVJ maj\u00ed r\u016fzn\u00e9 n\u00e1zory na vlastnictv\u00ed t\u011bchto pozemk\u016f. Radnice samoz\u0159ejm\u011b nem\u016f\u017ee p\u0159esv\u011bd\u010dovat SVJ ke koupi pozemk\u016f. Nicm\u00e9n\u011b jejich z\u00e1stupci si mus\u00ed uv\u011bdomit, \u017ee dokud nebude existovat shoda mezi SVJ a CPI o&nbsp;pozemc\u00edch u domu, nikdy neprob\u011bhne revitalizace dom\u016f a nikdy nebudou ve vnitrobloc\u00edch d\u011btsk\u00e1 h\u0159i\u0161t\u011b nebo nov\u00e1 parkovac\u00ed m\u00edsta.<\/p>\n<p><strong>Pomal\u00e1 revitalizace dom\u016f<\/strong><\/p>\n<p>\u0158ada dom\u016f proch\u00e1z\u00ed aktu\u00e1ln\u011b rekonstrukc\u00ed, jsou m\u011bn\u011bna okna, d\u016fm se zatepluje a jsou instalov\u00e1ny nov\u00e9 v\u00fdtahy. V\u00fdsledek velmi kvalitn\u00ed pr\u00e1ce je vid\u011bt nap\u0159. v&nbsp;N\u00fddeck\u00e9 444, Malkovsk\u00e9ho 596-8 a&nbsp;u&nbsp;dal\u0161\u00edch dom\u016f. V\u00fdbory t\u011bchto SVJ si zaslou\u017e\u00ed pochvalu. Rekonstrukce dom\u016f v\u0161ak mus\u00ed p\u0159edch\u00e1zet projektu nov\u00e9ho s\u00eddli\u0161t\u011b. Nen\u00ed mo\u017en\u00e9 regenerovat okoln\u00ed pozemky a pak na nich ud\u011blat staveni\u0161t\u011b.<\/p>\n<p>\u0158ada SVJ je st\u00e1le ve spr\u00e1v\u011b CPI, i p\u0159esto, \u017ee z\u00e1stupci spole\u010dnosti apeluj\u00ed na obyvatele jednotliv\u00fdch vchod\u016f, aby si zalo\u017eili vlastn\u00ed v\u00fdbor SVJ a za\u010dali se starat o vlastn\u00ed d\u016fm. B\u00fdval\u00e9 s\u00eddli\u0161t\u011b AVIA m\u00e1 celkem 74 vchod\u016f a 15 z&nbsp;nich st\u00e1le nem\u00e1 v\u00fdbor slo\u017een\u00fd s&nbsp;vlastn\u00edch obyvatel.<\/p>\n<p>Obyvatel\u00e9 panelov\u00fdch dom\u016f by m\u011bli tla\u010dit na sv\u00e9 v\u00fdbory SVJ, aby zah\u00e1jily pr\u00e1ce na rekonstrukci, aby jim za\u0159\u00eddili nov\u00e9 v\u00fdtahy nebo zateplen\u00ed. Hotov\u00e9 domy v&nbsp;Malkovsk\u00e9ho a N\u00fddeck\u00e9 jsou jasn\u00fdm d\u016fkazem, \u017ee to jde. Sta\u010d\u00ed cht\u00edt.<\/p>\n<p>SVJ ke koupi pozemk\u016f. Nicm\u00e9n\u011b jejich z\u00e1stupci si mus\u00ed uv\u011bdomit, \u017ee dokud nebude existovat shoda mezi SVJ a CPI o&nbsp;pozemc\u00edch u domu, nikdy neprob\u011bhne revitalizace dom\u016f a nikdy nebudou ve vnitrobloc\u00edch d\u011btsk\u00e1 h\u0159i\u0161t\u011b nebo nov\u00e1 parkovac\u00ed m\u00edsta.<\/p>\n<p><strong>Projekt nov\u00e9ho s\u00eddli\u0161t\u011b<\/strong><\/p>\n<p>Atelier MIO Architects zpracoval n\u00e1vrh nov\u00e9ho s\u00eddli\u0161t\u011b, kter\u00fd up\u0159ednost\u0148uje volno \u010dasov\u00e9 aktivity p\u0159ed silnicemi a parkov\u00e1n\u00edm. Doprava je omezena pouze na Krausovu a okoln\u00ed ulice a dovnit\u0159 s\u00eddli\u0161t\u011b jsou um\u00edst\u011bny tzv. lentilky, kter\u00e9 reprezentuj\u00ed r\u016fzn\u00e9 aktivn\u00ed \u010di odpo\u010dinkov\u00e9 plochy. Sou\u010dasn\u00e9 silnice tvo\u0159\u00ed na r\u016fzn\u00fdch m\u00edstech v&nbsp;s\u00eddli\u0161ti zbyte\u010dn\u00e9 bari\u00e9ry, a proto tento koncept ru\u0161\u00ed n\u011bkter\u00e9 asfaltov\u00e9 komunikace a spojuje zelen\u00e9 plochy v&nbsp;jednu velkou, na n\u00ed\u017e vzniknou prvky pro sport i odpo\u010dinek.
